The topic has been discussed many times with the murabitoon discussions.

It would be better if you could search for those threads and the pose thr concerns which remain ambiguous.

In short paper money is thaman urfi. Qiyas cannot be made with fuloos in entirety because fuloos was sub-denomination to a prevelant thaman khalqi(golds and silver).

Mufti taqi has written a good treatise on the issue which is available elsewhere in english too.
