How could that possible be allowed? The people collecting the money are acting as wukala'. They are supposed to make sure that my money goes to whatever charity they where collecting money for. It's not their money and they are not allowed to give it away to someone else without my permission. You should confront them and if they don't stop you should tell everyone in the mosque about their dealings.
