I'm buying some tires and would like to know if something like this would be permissible:

Step 1 Purchase Certificates with today's tire purchase.
Step 2 In case of tire damage, call us to arrange the free replacement of your tire.
Step 3 Have your new tire shipped to you at no cost.

Is this similar to insurance which isn't necessary?
