Women coming to the masjid for salaah is commonplace in many masajid in Canada and the US but I am guessing that is more due to local community pressure rather than laxing of impermissibility.

As for women coming to lectures in the masjid, some ulama that come to the masajid say that on such and such day, there will be a special lecture for the women and brothers are requested to bring their wives/sisters/mothers (in the women's section of the masjid). This is even done by scholars visiting from India, Pakistan, and South Africa.
