He means that whether you are in NAMAZ or not, you should fold it because it is a big sin to have it below Ankles. (takhnay)

Narrated Abu Huraira: The Prophet said: "The part of an izar which hangs below the ankles is in the Fire." (Bukhari)

Izar means lungi. It can mean anything today, pant, shalwar etc.

Brother that part is already clear to me. What I am asking is that should the cloth of jeans/ pents be folded towards inside or towards outside, whether a person prays or not. The picture shows the cloth of jeans folded towards the outside.
