Sure. But that is only for some things. For example, no ordinary person even if he has the witnesses and evidene can establish the hudood penalties. Only the Government has this authority according to Shari'ah. If the government is failing in their duties in this matter, then they will answer to Allaah for it, it is not our responsibility.

Lal Masjid people in particular did lot of wrong things like taking hostages and illegally occupying property, and refusing the government orders to stop their actions.
Our beloved hazrat Imam Husaain (R.A) also fight against government of yazeed for nifaz-e-shariat so what you say about this......
