When a politcial board locks it's doors to new members, what does it mean?

Could it be that .......

1. They care a bunch of closed minded fucking pussies that are tired of having their feelings hurt?

2. They aren't getting laid and don't want any happy people in the community?

3. They are a group of people involved in illegal or immoral activity and need their privacy.

4. Their mod favors the pic below and the board bully looks like George Carlin after he was dead for week.
