There's a very clear explanation of this in Beheshti Zewar. I remember reading it, but can't find it again. He has mentioned that only blood relatives are the ones you should go out of your way to care about. And even these, a woman is not required to go and meet them every week. She should just visit them like once a year. It's best to avoid fitnah, she should try to stay at home most of the time.
