That's actually a good omen; a sign of inclination of its people towards the Din. As for the government, they are the last generation of old Russian communist system. I remember 12-15 years ago there wasn't pretty much anyone to prevent from going to masjid. The fact that today there is a whole new faithful generation is an excellent progress!
