I can't get this: this and the Khat used in Somalia and Yemen.

Why are there scholars condoning its use if we all agree they are drugs? Nay, they themselves make use of it..
In Ibn Battuta's "Rihla" there is constant mentioning of its use all across his travels in the Sub-Continent and nearby countries, without (if I remember correctly) a word of condemnation.

And Marjuana then? If a consistent number of Jamaican brothers who have accepted Islam kept making use of Marjuana under the excuse of it being part of theri "cultural tradition" (as I understand is Pan and would we be ready to condone them their use? If not, what's the difference?

P.S.: I didn't even ever tried Marjuana so I don't have any personal interest in the discussion; and mine are genuine questions, I hope someone can clarify for me.
