Maulana Asim Umar حفظه الله writes in the explanation of this hadith:

Hazrat Umm Malik says that Rasool Allah explained the fitnahs in detail. I said ya Rasool Allah Who will be the best person in the times of these fitnahs? RRasool Allah said The best person will be the one who lives with his livestock, pays his zakat and does Ibadat of Allah, and that person who holds the head of his horse frightening the enemies of Allah and the enemies frigthen him. (Tirmizi)

The best people in the times of fitnah will be those who are busy in Jihad. They will be frightening the enemy and the enemy will be frightening them. Nabi Kareem explained himself in the hadith what Jihad means.

Then said, those who will take their livestock in the mountains or in jungles. It points towards those people who will go away from places which are full of Dajjalic culture.

The mentioned hadith and other ahadith mentions that two kinds of people will be saved from the fitnah of Dajjal. First are those Mujahideen who are fighting for the supremacy of Allah's deen. Second those who take their livestock towards the mountains and do ibadat of Allah there away from people. The second type of people will go to the mountains just to save their Iman. To leave your home and everything in times of Fitnah is also a great act near Allah. Whereas the Mujahideen will not be just worried about their Iman but they will be fighting to save the whole Ummat's iman and to stop the fitnah of Dajjal. They will sacrifice all they have, their families, their parents, their country, their homes, their wealth, everything. That is why they will be better.
