The Prophet Muhammad (peace be upon him) said:

"The seeking of KNOWLEDGE is obligatory for EVERY Muslim." -[ Al-Tirmidhi]

Reciting Quran with Tajweed is "FARDH 'AYN"...i.e. compulsory for ALL Muslims to learn, reading Quran with Tajweed .
