She is allowed to run a business is she not? I mean Khadeejah (ra) did run a business.

Yeah, thats what I'm saying. Plus, I don't know why a woman would neccessarily want to run a country. Umar (RA) once said that even if a dog dies by a river somewhere, he has to answer for it on the Day of Judgement (or something along those lines)
