Imam Shaukani considered himself a Mujtahid.
Albani was not a Dhahiri, but a Salafi.

Ya akhi what is meant by "Dhahiri" was not the Madhab, so do not imagine that al-Albani was making Taqleed of Ibn Hazm but they both took the Dhahiri approach.
