This is Govrnment policy imposed on muslims.
However children who is not mature enough should not be brought least they urinate and cause undue difficulty on fellow worshipper. Parents should be considerate to fellow mature worshipper specially during Jummah times. One can bring children when the masjed is not fully occupied at normal prayer times and be in back saff with the childs.
