So, why are they banning this?

I know Salafis don't believe in passing on good deeds to the deceased, by at most this would be a difference of opinion, not something to arrest people over.

I think they meant "To" as in.... I'm slaughtering this animal in the name of such and such person..... by not saying the name of Allah, but rather saying or intending the name of the person.

While the opposite would be, I am slaughtering this animal in the name of Allah, and I hope the Ajr goes to such and such person.
