it's 2 rakah of nafl Hajah (that's what you would say in your intention [niyah]).

like any nafl you can read anything you want to read, however reciting surah kafiroon in the 1st rakah and surah samad in the 2nd is preferred.

it's best to read this before and not after the witr. so if your not sleeping after isha and want to pray your salat ut tawbah before you sleep, delay your witr until your going to sleep. first pray your salat ut tawbah followed by your witr.
