General idea is that a person should offer nafil salaat only after he is caught up on all missed fard qadha salaat. if qadha salaat are still left then it is useless to do nafil salaat.

salaat tawbah is just 2 rakaats and then make tawbah for sins. since it is nafil you can add many intentions along with it, salaat tawbah salaat shukrana salaat haajat all in just the 2 rakaats.

With all due respect Fusus Sahib, in my humble opinion 'useless' is too strong of a word to use regarding the issue. The questioner as well as other readers might be under the impression that nafil salah in such instances is impermissible or not accepted. I am sure you did not mean this yourself, but I will add the following as a means of dispelling any possible misunderstandings for others.

As Fusus Sahib alluded to, qadha salah takes precedence after the faraidh. A person must make up whatever salahs he has missed in his lifetime. An easy way to do this is to make a chart of how many of each salah one has to make qadha of and then implement a manageable daily routine in chipping away at these salahs.

Regarding the sunnah mu'akkadah salahs, according to the majority of the Hanafi fuqaha, one must pray these as well daily along with his schedule of making up his past salahs.

When it comes to the sunnah ghair mu'akkadah and other nawafil salahs that have been mentioned in the Ahadith, then one may pray them so long as one's schedule of making up past salahs is not interrupted due to this. This has been attested to by Allamah ibn 'Abidin ash-Shaami in his Radd al-Muhtar, wherein he brings a quote from al-Mudmarat on the issue. The main point to note regarding this is that precedence should be given to the qadha salahs in this matter.
