So a person is allowed to pray nafl salah simultaneously when he is making up his missed up prayers? Or is it that he should complete all his missed salah and only after that he should pray nafl?

Give preference to making up the missed fardh prayers as you are going to be questioned about that. Along with making them up if you pray nawafil is ok.
