The meaning of the ayat is: "O wives of the Prophet! You are not like any other women. If you keep you have Taqwa, then be not soft in speech, lest he in whose heart is a disease should be moved with desire, but speak in an honorable manner. And stay in your houses, and do not Tabarruj yourselves like the Tabarruj of the times of ignorance"...
The answer is in the ayat itself. ayat started "O wives of the prophet..." So specifically it is for the wives of prophet; not for the ordinary women.
