What does this mean, can you please explain?

The souls descend in groups. When you notice that Muslims are being born in a particular place in the world where non Muslims dominate then know that the following souls coming are going to comprise heavily of good souls, Muslim souls. This was the kashf of Shah Abdul Aziz Dabbagh ra and I am sure this was the kashf of my shaikh Hazrath Mufti sahib db also. These good souls need an environment where they can survive, where their eeman can be preserved, protected and strengthened otherwise they wont develop properly.
