What does this mean, can you please explain?

The shaikh is just saying, or even making an observation, that in places in the world that are dominated by disbelievers, if you notice that Muslim children are starting to be born in those places this means that the coming souls are going to be heavily fortunate souls. So its the responsibility of the Muslims already living in such areas that they establish masajid, maktabs, dar ul ulooms etc. where these souls can get their nourishment. If the Muslims of such areas are negligent in providing a deeni environment then these souls will not get their spiritual nourishment, they will go astray.

He says this because in his kashf the souls dont come sporadically like one fortunate soul here and one fortunate soul in another place in the world, but he is saying that they come in large groups to one area at one time. So one large group of souls will be sent to one place at the same time. The world changes like this. If you follow the path of Islam through the ages you will see this is how it set in places that were dominated by non Muslims for a long period of time. First arab land and then gradually going out to ajami areas surrounding it, heading over to hind, then spreading out west, uk, america.

For example now in UK and America there are lots of Muslim children being born, so this means that if the Muslims of this area establish their deen there via masajid maktabs darul uloom work of dawat and tabligh khanqahs etc. then they will be able to accomodate the souls coming who will be heavily comprised of fortunate souls, they will be ready to give these souls the nourishment they need. If they cannot establish their deen in such areas then they will lose the coming souls to disbelief.

Its his kashf so its not like 100% hujjat on deen. Just something he saw and experienced. But it makes sense and gives us a sense of responsibility we have to the future generations. It gives us a sense of responsibility so thats why I posted it otherwise I try not to mention kashf stuff.
