Forgive me brother Abdullah, didn't make my question clear (I have reworded it). I meant why is it Makruh not to wear it in one place and Makruh to wear it in another place. In places like Egypt hardly anyone wears a topi.

It's clear to me why it may be makrooh not to cover the head during prayers, as it was the Sunnah of the Prophet .
I do not know why it would be makrooh to wear them. Keep in mind that just because people do not practice in Egypt and other places doesn't make it a rule in itself. If are aware of any madhhab saying covering the head in salah is makrooh, please share any relevant evidence.

Is the second part of this fatwa correct? Since that is a different topic altogether, we could continue the discussion in the following thread, inshaallaah.

It sure confuses laymen like me, when we get contradictory answers. Allah knows best. Contradictory answers (i.e. difference of opinions) are not uncommon in islam, especially in secondary and tertiary issues.
Laymen can avoid confusion by either following the more cautious position, or following the scholar he has more regard for.

Wallaahu A'lam.
