As salam alaikum

If you accept that its a sin, then the act alone is the sin. The fact that one's beard has not grown back yet is a matter beyond human control.

Deriving 'perpetual sin' fatawa in order to control people's habits and actions tends towards the shallowness of thought. Ideas shape actions, and carrying the message of Islam and meaning and ideas of Islam to mankind is the principle responsibility of the Ummah.
