The Messenger of Allah said:

"The strong man is not the one who can overpower others. Rather, the strong man is the one who controls himself when he gets angry."
[Reported in the 'Musnad' of Ahmad; 2/236, and it is authentic]

Bullies tend to continue to pick on others when they know they'll get a laugh out of it. Just because you aren't fighting back doesn't mean you're showing signs of weakness. Even though you may see it as fighting, he is probably only joking around. Simply play along with him or tell a joke or two. If he continues to provoke you, either avoid him or tell an adult.

I don't see violence as justification to this, ONLY if he is initiating physical harm upon you. But the way you described it, just sounds like friendly banter.
