Italian & spanish stewards.
Spanish driver in italian car pushes out someone, doesn't get punished.
Someone pushes spanish driver in italian car out, gets punished (and to be fair for Vettel, he most certainly didn't expect someone to come from his outside on fast corner when he's driving the normal racing line, in which there simply isn't room for anyone on the outside)

Who's surprised?

The stewards have all the telemetry data from the car so they can compare that lap to the previous. If he was just driving the normal line the telemetry would of looked exactly the same. If it was then you've got a point. I guess we'll never know
