The North Koreans start this crap in late March-early April every year in order to coincide with the conclusion of scheduled military drills and the birthday of the nation's founder, Kim Il sung, on April 15th.
This was bound to happen. They'll inevitably follow up on this with blustery hyperbole and threats of turning Seoul into a sea of fire. Then everything will calm down in two weeks...until next March/April.
