Indeed. If the kote lands and even so you gor for the men strike and misses, the kote will not be valid. So, you can go wherever you want to, it won't matter anyway,

I have a hard time using renzoku waza as well. So, as Jakob says, there are two option at the beginning of waza. The first one is when you intend the kote strike to be valid, but due to ai-uchi (simult. strike) or to a wrong blow or a small dodge/parry it does not connect, then you have to step again and strike the men. The second one is when you want the men strike to be the valid point, then you just strike in the direction of kote but not worrying about where or how it will land. You just the opponent to deviate the kensen from the center so you strike his shomen.
