Well, it just hit me as another way of interpretting this question. Do you mean safe living in general or safe living from terrorists? I know lots of people here who were thinking of visiting the US and then decided to go to Australia after 9/11.

So if you are looking for somewhere safe in terms of that, live in the middle of the country. Farmland doens't make a very interesting target. Although people who live in places like Wisconsin and such tell me that all there is to do is sit in the middle of corn fields and drink and go on LONG bike rides over lots of flat land.
