I think you'll find good and bad parts in each state. Sure, in California South Central LA is tough, but San Diego is supposed to be one of the most desireable cities in the US, and the area around San Fransisco is very nice. What one needs to do is just pick the climate they think they'd like and move to a nice place in that state.

That's my opinion anyway.
