Usually, you are told to immediately hit anything thats open on the fallen kendoka.

Coming from the other side of the fence, usually the shimpan stops the match after the kendoka falls so there is usually no chance the fallen one can attack/defend. However, that is why if you are not the one that has fallen, you go in for a quick hit..
