ah, thats actualy a good way to explain it. There is no equivilant to that in the american education system...... you graduate highschool, then either go to college, a technical school, or get on the job training....

Actually JK Rowkling made OWLs and NEWTs as exact parallels to how they are. Apparently the standards have lowered significantly since the days of yore (which would explain me getting an A in First Language English when it is my second language) and we called GCSEs General Certificate for Sitting an Exam.
