It's just a dojo culture thing. Some places I visit, people put the tare/doh on in the dressing room. We don't even put men on in the lineup. We warm up together, line up and then break off into beginners and advanced and advanced put on their entire bogu. This way the beginners don't waste time sitting around while the advanced people put on their stuff.
We take off our shoes, step onto the floor, bow to the flag and then carry our bogu bag to our spot (kyu's opposite sabumnim, dans to his right). Sitting in seiza (I get an exemption for bad knees) we put on tare and do and put men on top of kote to the right rear with your tenegui over the top of the open men. After warm-up exercises we are given the command to sit back in seiza and put on men.
