the initial idea you describe is close on a tachi uchi no kurai waza. Lock both swords up in jodan, crouch down, roll your sword onto the shoulder as opponent presses down... then knee the groin, stamp on his foot, and smack him in the face with the tsuka. I suppose you could add in a men strike as he fell over...
I am not sure if this would score a point in competition, though I'd love to see the judges faces if I pulled it off...
