i've heard of so-jutsu, and read the article regarding bogu being used. my question is if spear arts exist in the way modern naginata and kendo exist? never heard of a federation, but the bogu article sparked my interest.

Yes, but in a disguised manner. Jukendo, the bayonet on a rifle, is based on short spear techniques. There is both paired kata and bogu practices.
