Well, to make a person feel uneasy about something they don't see is always going to be better than just trying to scare them with gore and graphics. It is the simple nuiance of horror that most modern American horror movies lack.
Not just American. Most horror movies anywhere are relying more on effects than effective creation of atmosphere, it is hardly a theme localized to the U.S.

Plus, there is a movement towards 70's style grindhouse horror. This is not really a lack of creativity in young horror directors, this is what they grew up on, George Romero zombie flicks, early Wes Craven stuff like The Hills Have Eyes and Last House on the Left, they are simply reflecting the influences of their youth.
