if I stretch out your theory to a bit more extreme, how about retarded/handicapped humans who perhaps have the intelligence of a cow. bring on the genocide? or are their little wheelchairs and dribbeling drool to cute?

There's an Australian bioethicist/philosopher called Peter Singer who says just that. Right to life is based on the ability to anticipate the future, which he says some animals have and some people don't.
