I reckon Japan should have its way and be allowed to hunt whales BUT only in THEIR waters.

...but they migrate really long distances and don't care much about national boundaries. The humpbacks you saw off of Maui last winter may be in Japanese waters this summer (not really, but you get the picture). It's a thorny issue, to be sure.
