Booo! Who "deserves" an oppressive culture? Just because a revolution hasn't happened yet doesn't mean the downtrodden deserve the mechanisms in their country/culture before that time. I mean, information is key here. I think - just guessing - one of the reasons we in North America seem to rate so high on this is because of an information revolution we have been having since the 1950s.
