Id have to say Perth, Western Australia. Its small, laid-back, good food, great coffee and friendly people. But Im biased, of course!
Perth is nice. But at a population of well over a million, I think your idea of "small" is a little off.

If all my friends and family weren't here, I'd move to the Okanagan valley (Kelowna, Penticton, etc) in a heartbeat. Great weather in summer, mild winters (by Canadian standards) with excellent local ski resorts, tons of local wineries, beautiful lake, 4 hour drive to Vancouver for an ass-kicking fix, and (I've just found out) a local kendo club in Kelowna.

Housing prices are the only downer.
