Not sure if the post is meant in your usual humour, ignore this if it is, I obviously just didn't get it...

Is it me, or is that a bit silly? Why not just fix the limit at 3 above what it used to be, instead of saying the limit is the legal limit plus 3?

The rest seem like common sense...

Because drivers in Cali drive typically 20-30 over the limit.
The limit currently is 65 in most places.
You'll probably get bumped off the road Spy Hunter style if you drive that slow.
