I'm not concerned, but don't understand 4 and 8.
8 is drugs or drunk ? and what is 4 (katsugi driving ?)

4. Means driving on the side portion of the road.
I don't think this is too much of an issue in Europe. You all have ditches on the sides of the road, right?

8. This means driving under the influence of Alcohol or Drugs.
I think the legal limit is 0.08% Blood Alcohol content.
Basically, you have a shot O' booze then drive, you risk incarceration.
