Russia is not Moskow and St.Piterburg, not only Golden Ring of Russia and not only European part. Russia is Russia.

Another thing to consider: AIDS/HIV is often first concentrated in the largest cities of a country, but later spreads to quite remote locations. It might not be Yaroslavl's problem now, but it could be in the future.
