I've done some digging since my initial post. Seems like they're mostly targeting p2p application users [limewire, bittorrent, etc] rather than logging downloads of mp3 files from websites or newsgroups or similar.

Mind you, with the recent increases in bandwidth throttling they've put in place, coupled with the PHORM scandal and price rises for loyal customers whilst new customers get broadband for almost half the price I still have to pay them every month, I think it's highly likely I'll be changing my ISP after nearly 14 years for a more reasonable supplier and dumping my V+ box for freesat.
I was looking forward very much to the 50mb upgrade before the end of the year, but what the hell is the point of a 50mb connection if you can't actually use it to download anything without getting your bandwidth cut to a quarter of it's speed.
