Several opinions on this.

1. Hell no, this hurts the Dems politically thus helping Conservatives. Dem leadership will probably ask him to step down.

2. Yes, his effectiveness will be greatly reduced, everyone will have a "troubling" picture in their minds every times he speaks.

3. Yes, IMO he needs help and probably should take the time getting it.

4. Yes as there are probably many young woman working in various capacities at the Capitol who would probably feel very uncomfortable intereracting with the Congressman. I think for this reason at the very least Paul Ryan will take steps to, quietly remove him from the Budget committee. I don't think Dem leadership wants to have that fight.
