Californians support trying to balance tax load and spending cuts. In this particular case, a citywide tax treatment on stock options had been established during the long period after the tech bubble of the early 00's and after most startup companies moved out of the city to enclaves like Palo Alto and Cupertino. It looked good on paper for a long time, but now that the IPO market seems to be heating up and stock options are becoming an actual reality and startups are moving back into the city, it's being adjusted to meet current realities.
