William Daley serves at the pleasure of the President. Mr. Obama has stated very clearly that with this Congress there will be no asking "Mother, may I?" Daley is not the begging kind. When you're playing with a bunch of spoiled schoolyard punks, you send in the biggest baddest principal to straighten them out.
