This provision in the bill was co-written by Charles Grassley. It comes from data showing that care at physician-owned hospitals was unpredictable, producing spikes in deaths and conflicts in priorities which could be tied to profit-chasing shortcuts.

The problems proved serious and consistent enough that both the House and Senate found bipartisan support for language eliminating Medicare funding to doctor-owned hospitals that were not certified by January 1.

Sounds like a reasonable response to a chronic problem. If a military contractor delivers sub-standard services, they lose contracts. In this case, delivery of sub-standard services removed Medicare certification to for-profit hospitals owned by doctors.
