Right. As if removing access to ATMs will stop people who spend welfare cash at strip clubs and casinos or to buy illegal drugs or alcohol or cigarettes or anything else for that matter.
No, it certainly won't stop it altogether. But do you think it could prevent even a minimal amount of money from being used at such places? Or could you even agree with removing ATM access for money at these places just on principle?
