What were the voting rules in the Arkansas? Who could vote in the run-off, did you have to vote in primary to vote in the run-off? Could a registered Republican who voted in the Republican Primary change his registration and vote in the Dem run-off?

We have an open primary here in Wisconsin you don't have to register with a Party.
